Pennsylvania House Rejects Governor Corbett’s Transportation Bill

Governor Corbett’s full court press to pass his preferred transportation bill met with stern resistance and failed to pass last night in the Pennsylvania House. Although a top priority for the Republican governor, it is the Republican caucus in the House that has proven difficult for him to convince.

Army Corps of Engineers to Get New Money for Water Infrastructure

The federal government remains shut down as it currently stands. Although there is room for debate on whether the stalemate in Washington will end soon, the Army Corps of Engineers looks set to receive some additional funding towards water infrastructure when the government re-opens for business.

STATE REPRESENTATIVE INTRODUCES LEGISLATION IMPOSING IMPACT FEE ON NEW DEVELOPMENT TO FUND TRANSPORTAION CAPITAL IMPROVEMENTS

State Representative Scott Petri (R. Bucks) is pushing legislation that would impose an impact fee on new development in order to fund capital improvements in the transportation sector. House Bill No. 148 (former HB 454) seeks to amend the Pennsylvania Municipal Planning Code so that municipalities and school districts can development impact fees upon new developments – residential, commercial and industrial alike.

PA SENATE PASSES $2.5 BILLION TRANSPORTATION FUNDING BILL

On Wednesday, the Pennsylvania Senate passed Senate Bill No. 1, a $2.5 billion transportation-funding bill. The bill may increase construction opportunities within the state, but its fate remains uncertain since some are concerned about the unknown increased cost to motorists and businesses with fleets of vehicles.

Pennsylvania Mold Immunity Legislation Back Again

I reported in May of 2012 that Senator Lisa Boscola (D. – Lehigh) was leading the charge on a bill to immunize HVAC contractors from liability for mold. The bill stalled in the Judiciary Committee during the last session and never made it to the floor for a vote. Senator Boscola has not given up on the bill, however, and has reintroduced it in the 2013 session.

NEW FEDERAL LAW TARGETS DEFECTIVE CHINESE DRYWALL

President Obama has signed the Drywall Safety Act of 2012, which was passed by the House and Senate last year. The legislation is designed to relieve some of the problems associated with tainted Chinese drywall that was, among other things, high in sulfur content. Another goal of the new law is to prevent the defective product from re-entering the U.S. market and causing further damage to property and the economy.

UPDATE: Congress Passes Extension of Federal Surface Transportation Bill

On Friday, June 29, both the House and Senate approved legislation that included an extension of the federal surface transportation reauthorization bill. The legislation provides for an estimated $105 billion in federal funding for highway, transit, safety, and related transportation programs through the end of September 2014.

Pennsylvania House Bill 2470 Referred to House Rules Committee

Pennsylvania House Bill 2470 was referred out of the House Finance Committee to the House Rules Committee today. The legislation, which is a major initiative of Pennsylvania residential home builders’ organizations, is designed to extend approvals already obtained for development.

Will A Permanent Federal Highway Appropriations Bill Ever Get Passed?

On March 31st of this year, Congress passed a stopgap highway transportation funding bill for the 9th consecutive time. That 90 day extension avoided a complete cutoff of funding to construction and state transportation funds and is set to expire again on June 30th. With Democrats and Republicans in Congress still battling it out, a 10th stopgap bill now seems more likely.

Military Construction Appropriations Bill Passes After Debate on PLA’s and Davis-Bacon Amendments

2013 appropriations bill to fund military construction and various Veterans’ Administration needspassed the House on Friday, June 1, 2012. While it did not do so without significant debate over PLA’s and Davis-Bacon requirements, the entire delegations of both Pennsylvania and New Jersey voted in favor of it.
